Established in 1969, Howard and Company is an investigative Agency based in Tulsa, Oklahoma, licensed by the State of Oklahoma, which provides its clients with highly professional and confidential investigative services. Howard and Company specializes in Criminal Investigations, especially unsolved cases of homicide, fraud, burglary, robbery, rape, as well as, internal corporate and civil investigations, insurance and workers compensation, electronic surveillance and countermeasures sweeps. Bill L. Howard, Senior Investigator, began his career as a licensed investigator at the uniquely young age of 18, upon being licensed by the City of Tulsa. Since that time, he has participated in a wide range of investigations which provided a broad base of experience, both in the private and public sector. While continuing the agency's operation, Mr. Howard stepped into the public sector to serve as a Certified Oklahoma Peace Officer in various capacities. Starting as a Deputy Sheriff working drug investigations, he was later elevated to Undersheriff, which delegated him supervision of county level law enforcement. With his later appointment as District Attorney's Investigator, came additional responsibilities, such as expanded criminal investigations, crime scene processing, trial preparation and court testimony in a three county district, which allowed for an insider's view of our judicial system, its' strengths and weaknesses. He has served as an advisor and appeared on two ABC News 20/20 segments regarding Fraud Games on Carnival Midways, in 1980 and 1995. Having served on an Attorney General Task Force, he provides training for law enforcement officers in the detection and enforcement of laws prohibiting fraud games, wrote Oklahoma's Amusement and Carnival Games Act and "Training Keys" for the International Association of Chiefs of Police. He has written "Carnival Fraud 101," the Officer's Handbook and Carnival Games Enforcement Guide, which is a manual used in officer training, and makes it available to the general public in an attempt to educate them. By doing so, it allows the public to protect themselves from Fraud Games on the Midway.
